La Banque de l’Habitat du Sénégal (BHS) a été créée en 1979 par l’Etat du Sénégal dans le but de financer le secteur immobilier en général, et celui de l’habitat social en particulier. La banque a commencé ses opérations en 1980 sur un seul site, en se focalisant sur un seul produit : le financement des promoteurs et des acquéreurs d’habitats sociaux comme résidence principale, dans un environnement de fortes tensions foncières. Aujourd’hui, BHS est leader en ce qui concerne la mise en place de prêts immobiliers avec une part de marché de 70% du fait de son expérience de 44 ans sur le marché immobilier et de l’habitat social au Sénégal.
BHS a financé environ 200 000 logements sociaux, devenant ainsi une structure financière spécialisée. La banque dispose aujourd’hui de la crédibilité suffisante pour inspirer confiance, rechercher et drainer les ressources nécessaires au financement de l’offre de logement et de la demande de crédits au logement des particuliers. Son but est de favoriser le développement de l’habitat social par la mise en place d’un système de financement adéquat au profit des promoteurs immobiliers, des coopératives d’habitat et des particuliers.
BHS a expérimenté plusieurs formes de structuration financière des crédits immobiliers. Par exemple, elle a mis en place une nouvelle forme de crédit aux promoteurs et aux coopératives qui consiste à réaliser et à commercialiser un programme par tranches successives. Ce mécanisme dit du « crédit revolving », qui limite le besoin de financement, est la base du succès de plusieurs projets pour les promoteurs et coopératives. En outre, l’institution a facilité l’accès au logement en pleine propriété de plusieurs milliers de Sénégalais. Par ailleurs, pour répondre aux besoins complémentaires de sa clientèle, la BHS a étendu ses activités vers la banque universelle depuis 2007.
